On 30 January 1997, they met Osvandir Machado, Sol Narciso Lazarus Humberto, Aguinaldo Mechanical and Oliveiros of Baiano, for the purpose of founding the Community Cultural Association of Lagoa Formosa - Ascolago, with the aim of creating a Community Radio.
Thus, in March it opened the FM PITY, which ran until October 7 of that year, when the Ministry of Communications agents stopped transmissions and sealed off the radio devices.
It is that by February 1998 there was no specific legislation in Brazil instituting the community broadcasting service. After much fighting, arrests, seizures of equipment and processes, was that the National Congress approved a project-in-law, transformed into Law n. 9612 of 02/19/98, which legalized the service. This law was regulated by Decree 2615 of 03/06/98 and the community broadcasting service was regulated by Decree 191 of 06/08/98.
There was no illegality, but only omission of the power that frustrated the exercise of a right secured by the Constitution in its article. 5, sections IV and IX, that is, the freedom of expression of thought and communication activity of the expression.
Despite all the setbacks, it's worth fighting for an ideal. Thanks to the insistence of Ascolago. It was a great victory, after more than four years of fighting.
It was thanks to a national movement, which participated in the Lagoense entity by their leaders, which we celebrate today the license to explore the community broadcasting service in the city of Lagoa Formosa, with the release channel 200, frequency of 87.9 MHZ.
For Professor Celso Bastos, the PUC of São Paulo, the mesh of medium and large stations, existing in the country, does not lend itself to serve small rural communities with the same effectiveness and spirit of service of community radio stations. For him, the community broadcasting service is a social imperative, due to the need for information of a social and cultural order vehicle.
