Born in a middle-class family in the city of Hyderabad, Dr. K. Laxman has been a crusader fighting for the poor and the deprived sections. An outstanding student right from the childhood, he got his Ph.D. in Geology from Osmania University in the early eighties. Though he had an opportunity to get into a lucrative job given the demand that the subject had, driven by a passion for public service, he entered politics.
In fact, Dr. Laxman has always had an instinctive zeal for fighting for the rights and helping the needy. as a student, he was active in championing the cause of the education sector and the problems of the students. He was elected as the President of Osmania University PG Science College on ABVP panel, at a time when the ultra left wing student politics were at its peak which evidences the popularity he enjoys among a cross section. Subsequently he was also elected as the General Secretary of Osmania University Research Scholars Association which further proved his acceptability.
He joined BJP in 1980 and began the political activity right at grass root level. Owing to his dedication, commitment and insightful thinking, he soon rose to various levels within the Hyderabad City Party and became the President of Hyderabad BJP, apposition which he served for two terms from 1995 to 99. Hyderabad BJP witnessed tremendous growth during this time due to the fact that the Party had taken up mundane issue concerning the people such as abnormal increase of Property tax by the MCH or Krishna Water Diversion etc. He contested for the first time from Musheerabad Assembly Constituency in 1994 and lost narrowly. However, he got elected from the same constituency in 1994 with a huge margin.
He became the Deputy Leader of the BJLP and was always in the forefront in highlighting the issues of Public Importance. The fact that the BJPAP always depended upon him for analysis of all complicated issues of governance evidence his scholarship and critical capability.
During his stint as an MLA of Musheerabad, he made a tremendous contribution for the development of the constituency. Be it the Housing of the Poor specially the SC, ST and Backward Class and Minorities utilizing the NDA government’s VAMBAY scheme, be it resolving 40 year old allocation of land and regularization of Housing Board Quarters of Baghlingampally and SRT quarters, which largely benefited the Middle class sections, be it development of slums by ensuring basic facilities in eradication of Child labour or forming, sustaining and benefitting as many as 400 women Self Help Groups in the year 2000 itself are just a few of his many achievements.
He held various positions in the BJP. He was its General Secretary and Spokesperson for three terms. On the party front he participated in many State and National level movements including the movement to hoist National Flag in Srinagar, Save Doda Satyagraha in 1994.
