Research did for grab locations without using GPS. This application pick location using Network Cells. Always using GPS is a more battery draining case for android. With this research try to find a alternative solution.
We try to encourage other developers for do research on these things and improve the Android platform.
From this demo application, when user start the service, its pick that user's current location and sent it as SMS to the contacts that user already selected.
