PicasaVidUp is an android application that allows you to upload videos to Picasa. I created it because I liked uploading pictures to Picasa from my Android phone but I was frustrated that I couldn't upload my videos as well. If you don't want all of your Picasa albums to show up in your Android Gallery, disable Picasa sync from Settings->Accounts & sync->Manage Accounts->User Account->Sync Picasa Web Albums
Tested on Motorola Droid and HTC Droid Incredible. If this works (or doesn't work) on your Android device please let me know in the comments. I am actively developing this.
Version 1.0.10 - This version adds some more detail to the error message that Paul described in the comments. Right now PicasaVidUp doesn't work with Astro. If you are presented with an option after you click the "Upload Video" button, please choose the Android Gallery to pick the video and not a 3rd party viewer. I am working on a permanent fix for this. Keep the bug reports/comments coming, they really help out.
